Yes, in the technical sense. USDT and USDC are tokens on blockchains, they sit in crypto wallets and move over the same networks as Bitcoin or Ether. But if the question is "does my money behave like crypto", the answer is mostly no.

What makes them crypto

A stablecoin is a smart contract or a token standard on a public chain. You hold it at an address, you sign transfers with a private key, and a transfer is final once the network confirms it. Everything written about wallets, networks and recovery phrases applies to stablecoins exactly as it does to any other coin.

What makes them different: the price

A regular cryptocurrency has no anchor; its price is whatever buyers and sellers agree on. A stablecoin has an anchor: the issuer promises to redeem each token for one dollar and holds reserves to do so. That is why 1 USDT trades within a fraction of a cent of 1 US dollar almost all the time, and why people use it to save and to pay rather than to speculate.
